The City of Westerville, Ohio is seeking a proven human resource professional to serve as its newly designated Human Resources Director. This position will report directly to the Westerville City Manager and be a key member of the city’s senior professional leadership team. The successful candidate will join an enthusiastic team of management professionals who uphold the proud traditions of the City of Westerville while pursuing a new vision of innovation and excellence. The City of Westerville is a Home Rule Charter City with a well-established Council-Manager form of government. Such a form consists of a legislative body – City Council – elected by popular vote of its citizens and is responsible for policy-making. City Council, in turn, appoints a central administrator, known as a City Manager, who is responsible for the day-to-day operations of the community.

Westerville is a full-service city providing police, fire, EMS, central 9-1-1 dispatch, utilities (electric, water & sewer), street services, waste management, parks & recreation, planning & zoning, engineering, building inspection, economic/development, human resources, and a Mayor’s Court.

The City employs over 450 full time personnel, approximately 350 part-time and seasonal staff during summer peak, and funds a total annual budget for all funds of over $255 million.

The Westerville Department of Human Resources was recently created to replace the former Division of Human Resources which was part of the Department of Administrative Services. This newly selected Director of Human Resources will report directly to the City Manager and assume a significantly stronger strategic role within the City’s organizational structure. The City’s continued economic development and corresponding personnel growth has created a need for a more comprehensive human resources approach in coordination with all city departments and operations. Westerville’s current 450 member full time and 350 member part time staff will require the full resources of a sophisticated and engaged Human Resources Department. The new incoming Director will need to earn the trust and confidence of senior management and all citywide personnel going forward and project a bold and collaborative approach to interacting with the various municipal departments.

The Human Resources Director will be assuming the management of a staff of four full time and one part, very capable, but somewhat newer members of this key department. Coaching, mentoring, and the creation of a strong mission and core values will be an essential ingredient of success for the new HR Director.
