The Street and Right-of-Way (ROW) Infrastructure Maintenance Division of the Public Services Department includes street/ROW maintenance, stormwater open conveyance, storm sewer maintenance, the drainage assistance program, spot repair program, and street sweeping operations. The manager is charged with leading and directing these operations and has the ability to perform complex operational analysis and to identify and recommend policy revisions or other changes to improve operational effectiveness and efficiency.
The Manager will direct the development and implementation of a preventative maintenance program based upon defined levels of service for assets managed by the division with a focus on more automated data collection methods and reporting using available software formats. They will determine and establish appropriate service and staffing levels as well as monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, allocating resources accordingly. The position is responsible for managing an annual budget of approximately $3.2 Million from both the General fund and the Stormwater Enterprise Fund. The Division has approximately 55 full time personnel assigned to it.
Education and Experience
- The city is seeking candidates with excellent communication skills and complex problem-solving abilities with the ability to work effectively in a wide variety of governmental disciplines.
- Five years increasingly responsible experience in street and ROW infrastructure management public administration, or related work, with three years of administrative and supervisory responsibility.
- Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering technology, construction management, asset management, business administration, public administration, or other related fields. A Professional Engineer designation (PE) is not required but is preferred. A Certified Stormwater Manager, ArcGIS, Pipeline Assessment Certification Program (PACP) would also be preferred.
The anticipated hiring salary range for the position is $ $77,122 – $98,331 + DOQ/E with an excellent benefit package.
