Regional Income Tax Agency

The Regional Income Tax Agency (RITA) administers and collects local income taxes for cities and villages in the State of Ohio as an efficient and cost-effective shared service. Municipal (or local) income tax is collected from individuals, and from employers withholding on salaries, wages, commissions, fees and other forms of compensation on behalf of Ohio municipalities.  The local tax is also collected from business entities based on net profits.  

Established in 1971 as a regional council of governments, RITA is authorized to administer and enforce the income tax laws of each of the participating municipalities. However, each municipality retains its right to administer and enforce its own income tax laws. As of 2025, over 400 taxing jurisdictions in 83 counties are served by RITA (just over 60% of all taxing jurisdictions in Ohio with an income tax).
