Chad Edwards: East Palestine
Chad joins OCMA as the new City Manager of East Palestine where he started working in October of 2023. Chad previously served in similar roles in Sisterville, Gordon and Shinnston, West Virginia starting in 2015.

Oxford Adopts Climate Action Plan
The City of Oxford, and its residents, are preparing the community for a more sustainable future.
The Oxford City Council recently adopted Towards a Sustainable, Resilient Future: A Climate Action Plan for Oxford, Ohio. To achieve the bold carbon-neutrality goal of 2045, Oxford’s Climate Action Steering Committee and City Staff researched best practices and engaged the public on ways to get there, while preparing for climate risks.
The Climate Action Plan (CAP) sets out strategies for achieving carbon neutrality in our energy systems, transportation, and utilities, while striving to be Zero Waste and improving carbon sequestration. To help Oxford adapt and bounce back from climate change, the City must also plan for excessive heat, flooding and drought, severe storms, and strengthen ecosystems and forests.
You can read the plan here. The goals are also integrated in the recently adopted Oxford Tomorrow Comprehensive Plan. As Mayor Bill Snavely states in the CAP’s introduction “As citizens of Oxford, we are all stewards of our community and our environment. This plan provides a roadmap for bringing about a high quality, low carbon, and prosperous life for all community members, present and future.”
Chris Zimmer: Upper Arlington
Chris joins OCMA as the Fire Chief in Upper Arlington.
R.Clayton Wukich: Cleveland State University
Professor Wukich is joining OCMA as Associate Member. He currently is serving as the Interim Director of Urban Studies at Cleveland State University.
Kathleen Sullivan: Painesville
Kathleen joins OCMA as the Communications Coordinator for the City of Painesville where she has served the past five years as part of the leadership team.
Breanne Parcels: Logan County
Breanne joins OCMA as a Civil Assistant Prosecutor in Logan County. She has previous served the Solicitor for Yellow Springs and in private practice served as an Assistant Law Director for several communities in the Dayton area.
P.J. Ginty: Deerfield Township
PJ joins OCMA as the Planning Manager for Deerfield Township where he has worked since 2022. PJ previously served in a similar role in Anderson Township. He is currently enrolled as an MPA student at Northern Kentucky University.
Eric Mack: Tipp City
Eric joins OCMA as the Municipal Services Director for Tipp City. Eric has worked for Tipp City since 2012.
